I know that doesn't test all bits but I have no reason to suspect the parallel port on this machine. I have tested the parallel port and it passes using BurnInTest with its loopback widget. I think I've tried all the configuration settings for parallel1 including nothing, reallpt, reallpt realbase:378, with and without Dongle being checked in the parallel port configuration setup. I have successfully gotten "OrCad for DOS" to work under Dosbox and Dosbox-X, but the Tango dongle is the stumper.

Having to transfer all files to a more modern PC to do anything with them is annoying, but remarkably, the Win98 PC does show up as a networked device in Win10/11, so it's not quite back to floppies. And the machine's CMOS backup battery has been dead for almost as many years. I have been running it on an ancient Win98 box (P166 with 64MB of Ram!) for many years but would much prefer it to be under Win10 or Win11. Tango PCB for DOS requires a parallel port dongle to start.
